Health Canada NHP Monograph-Related Label Updates
Health Canada Grants Interim Flexibility on NHP Monograph-Related Label Updates
Health Canada has announced an interim compliance approach that gives natural health product (NHP) licence holders additional time before they must implement certain labelling changes arising from updates to the Compendium of Monographs. The flexibility is intended to avoid requiring two separate label changes while Health Canada develops further amendments to the NHP labelling rules.
What changed
Under Natural Health Product Licensing Bulletin No. 13, issued October 13, 2026, licence holders are not required to implement monograph-related label updates until the end of the new transition period that will accompany forthcoming labelling amendments.
This applies to updates made to Health Canada’s Compendium of Monographs to support compliance with the 2022 amendments to the NHP labelling requirements. The monograph update initiative was originally expected to be completed by 2025 but was completed in 2026.
Why Health Canada acted
The decision aligns two regulatory workstreams:
- The 2022 amendments to the Natural Health Products Regulations (NHPR), which aimed to make NHP labels clearer, more consistent, and more legible for consumers.
- Health Canada’s Red Tape Reduction commitment to make NHP labelling requirements more flexible through future regulatory amendments.
Draft amendments are targeted for pre-publication in the Canada Gazette, Part I, in spring 2027. They are expected to include a proposed transition period extending beyond June 2028, although the final timeline will depend on stakeholder feedback and the regulatory process.

What licence holders should do
| Situation | Compliance expectation |
| Monograph-related label updates | Not mandatory until the end of the forthcoming transition period. |
| Safety-related labelling changes directed by Health Canada | Must be implemented within the timelines specified in the regulatory notice, request, or other direction. |
| Voluntary adoption of monograph updates | Encouraged where operationally and commercially feasible. |
Practical implications
For quality, regulatory affairs, and labelling teams, this update provides useful planning flexibility, but it does not eliminate the underlying obligation to align labels with current requirements eventually. Companies should avoid treating this as a permanent deferral; instead, it creates an opportunity to sequence label changes strategically.
Recommended actions include:
- Identify all NHPs affected by the 2026 Compendium of Monographs updates.
- Assess whether current labels already meet the updated monograph requirements.
- Prioritize safety-related changes immediately, as the interim flexibility does not apply to them.
- Build a labelling-change roadmap that accommodates the transition period expected under the proposed spring 2027 amendments.
- Monitor the Canada Gazette, Part I, consultation and participate where the proposed transition timeline may affect product portfolios or supply-chain planning.
Health Canada has temporarily decoupled monograph-related NHP label updates from the original labelling compliance timeline to prevent duplicate label revisions. Licence holders should use the additional time to plan efficiently but must continue to act promptly on any Health Canada-directed safety labelling changes.
